Generally, the environmental changes are diagnosed by comparing data in different periods based on the land use occupation. Only under that perspective, the achievement of results does not answer, in fact, the complexity and dynamism of the region. In this way, the goal of this work was to develop, methodologically, a historical scenario that links the political decisions taken to a region with the land use changes, throught comparing the maps and the change spatial indexes with historical information and interviews with the local leaderships. The study area have five cities that border the Jupiá, Ilha Solteira and Três Irmãos reservoirs (SP, BR). These reservoirs, admittedly, changed the regional landscape. The indexes and the metrics were linked with the historical information, allowing debates of cultural factors, land local conditions, political actions and strategies adopted to the region. It was verified that the deployment of the dams had a great influence on the region dynamics, mainly for the manpower absorption capacity, reducing the labor in the farms and the renting land. However, other factors, as bankruptcy of agricultural companies and implantation of cold storage rooms in the neighborhoods, had contributed for the exchange of agricultural areas to pastures. The leaderships have conscience of the changes in the region and they consider that is not good, because there was not development in the region.
