O VALOR DA UTILIZAÇÃO POTENCIAL DAS FLORESTAS

This paper is concerned with the potential value of the tropical forests. A distinction is made between user and non-user values, and particular attention is paid to biological diversity. The current destruction of tropical forests is due to both market and policy failures, and has a domestic as well as an international dimension. The fulfillment of the potential value of the tropical forests utterly hinges on the creation of mechanisms which are able to channel costs and benefits to those who actually manage them. By identifying and evaluating the losses of deforestation, economics can help to create the political will which is necessary if environmental values arenotto give in to conflicting market interests. Both domestic policy reform and transfer payments are needed, and the two must be used to pave the way for each other.
